Norman Frederick, was born on 30th June 1856 at Madras and was
educated at Clifton College and the Royal Indian Engineering College,
Cooper''s Hill. He played in the English XV v. Scotland in 1879 and in the
Surrey County XV in 1878. He became Chief Engineer and Secretary to
the Government (irrigation) United Provinces, India, in September 1905
and was a member of the Legislative Council 1909-11. He retired in
June 1911 and died unmarried on 20th April 1921.
